Can you "partial" program our PCM's?

I just locked down a deal for some new wheels and the diameter is different enough to put me at 71.1mph when my speedo says 65. That's a little too much for me to just "get away with", so I'd like to recalibrate it. Can I use a Predator or some other device to adjust for this, or will I have to buy an SCT programmer just to change my wheel size? I don't seem to have an actual "ship", as my PCM was flashed by Sal when the previous owner had it . How can I adjust this table?

Thanks.

I don't reflash PCMs other than with Predators or SCT tuners. So if he had a reflash from me, there should have been a tool to go with it. Regardless, you can have it adjusted with a chip or a new tuner. Hope this helps.
