The converter won't drain when you let the pan down.

If you want to flush it, here is a thread where I explained how I did it. It's pretty easy. You will want to have 8 quarts come out of the trans cooler line in order for the converter, trans cooler and lines to all be flushed out with new fluid. If you do it this way, you will be around 17 quarts of new fluid put in, which is what the tranny holds dry.

For those who want to do it, we now have Factory Tech MERCON fluid, a special synthetic blend some good friends mixed up especially for the 4R100... it comes in a 5 gallon container which is real convenient for doing the DIY fluid flush.

You will need an inch pound torque wrench, that would really be the only "special" tool the average guy may not have in his tool box. Pan bolts are 10MM, Converter drain plug(if equipped) is 11MM, Accumulator body is held on by 8MM bolts and 2 10MM nuts. I would drain the pan, converter and swap in a new filter while you are there. -Mat-

Since your truck is a 99 model, you should have a drain plug in your converter. There will be a rubber plug in the bottom of the bell housing that you'll need to remove. You can take a large screwdriver or small prybar and rotate the torque converter until you see the drain plug. Once you drain the pan and converter, it should take around 16-17 quarts to refill the entire tranny.
