What needs to be done
Just 4 thought what needs to be done to the motor (minimum )to run more boost?

nuthin. spin it so hard that you break a rod and send it out the side of the block.

Im thinking about getting the magnum s/c looks like with a 4lb pulley there getting 15 -16 lbs.

you should be ok (but pushing it slightly) running 15-16 pounds on a stock block. Much more than that though and you better start investing in better rods/built bottom end
