Boost gauge???

I'm trying to figure out what the deal is on my 01 lightning. At first the intercooler wasn't acting right, (did not bubble all the time), then found a hose from my s/c had been disconnected. (it had suction to it - a red hose, connected to a metal cylinder on the right hand side of the s/c)

The boost gauge now indicates 0 when I turn the truck off. It used to show VAC. When I turn the truck on the needle used go back down, then rose after I turned it off. I replaced the intercooler pump relay and not much has changed.

So,
1. the intercooler doesn't bubble like I fugure it supposed to...
2. What is it that makes the boost guage function ? Vaccuum ? Charge?

I dont know. Any suggestions? Anyone had similar difficulties?
If you can tell me anything that you may have learned about this kind of issue please E-mail me jlublanezki@yahoo.com

the boost gauge is mechanical, meaning it has a vacuum hose run to it. it should sit at 0 when the truck is off.
