is it hard to install hangers on a 1/3 drop kit
I just did mine last weekend, and it's not too tough. However, the new hangers didn't line up real well with the stock spring bracket, and I had to crowbar them into alignment. All in all, about an hour of work.
hangers or shackles?
Shackles are easy... definitely an hour+.
If you're talking about the front side (hangers), its a lot more than one hour. I did them on my '99L. You have to grind off the heads of the rivets (4 per hanger), then pound them out (used an air hammer), then get the new hanger aligned and bolted in (the easiest part of the project).
You're going to need at least 2 carbide-quality grinding wheels to do the job, and an air hammer to get the rivets out.
