Probably the cheapest mod is to drill some 2" holes in the bottom of your airbox to get more air into your SC and more boost. Spring for a $35 K&N filter for the stock airbox and you're on your way.
The instriuctions for doing this are all over this site.

id get a k&n its just the fact i was goin to get an intake but then my new job i need a lot more tools...so the intake kinda got put on hold so i could spend money to make money...sounds funny eh??? i dunno im tempted to save up all winter and then figure out what to do thru the winter and jus do **** next summer
Cheapest ram air intake in town, the Home Depot Special. Just run the wet-vac hose up through the bottom of your stock air box and change your stock filter to a K&N. Use a hole saw.

Well for one, you shouldn't be racing in the snow and if the snow is high just take the scoop off so it won't pop off and if it's not snowing the scoop will provide cooler air which increases HP a little.
You could do this...it's realatively cheap and should work pretty good...
