Black Box in Lightning, Need CA Help

What does "Center tunnel under IP" mean as far as location is concerned?

i'm going to take "Center Tunnel Under Instrument Panel" for 500, Alex - but what does that have to do anything? Is that some subtle hint as to what to do about these black boxes?
