Tubes are one of the solutions to keeping a tire from spinning on a rim (it increases the contact surface area with the rim). Wait and see if this is a problem for you first then buy the tubes.

I thought that screwing the tire to the rim stopped the slipping. The tube keeps you from loosing air in the tire.

It is an iterative process. If your tires are spinning on the rims the first step is to use tubes to increase the contact surface area. If the tires are still spinning then the next step is to screw the tires to the rims, which in turn requires tubes.
