I'll try to help. First of all there is no proof that the rear fender and the front fenders are spaced over the wheels equally. In other words if you could level the truck, assuming using the bed rails as level, or more accurately the bed itself, would the diff in height from center caps be equal front and back? Probably not.

Second you measured a different vehicle. No spring rate is the same from vehicle to vehicle. Instead they fall within an acceptable range which means all lightnings of a certain year will be of similiar height but not necessarily equal in height.

Instead what you should have done is measured your truck before and after from the furthest point back, ie. bumper, to get a true drop value, and yes it will settle in only if you over tightened the shackles. If you didn't there would not be any more drop since what else is there to give?

One last point. Like a previous member said, if you needed to flip a shim, then you most likely got a pretty good drop. Good luck and don't over think it. BTW your truck looks good.

There is only so much a shackle drop will do, then you need hangers or doing something with the leafs.
This is just my opinion.
