Fords change in 99 from 12-14 MM studs seem to be rather without any real clear implementation. Since I last checked this out, depending on the plant and such, some 99 models had 12MM studs and some had 14MM.
I guess the only way to really check is to measure the wheel stud and see from there. Or atleast buy 1 14MM lugnut and see if it fits. Whatever.
So the clear answer is this: The 2003 wheels may or may not fit a 99.

well a friend put 03 wheels on his 12mm 99 L and has not had an issue just remember the torque for the 12 mm is less than the 14mm studs require. so dont over torque and stretch the threads. all lightnings are produced at ontario truck plant . yes some of the later 99's may in fact have 14mm studs but it would be because of a engineering change. if i'm not mistaking all 9.75 rears went to the 14mm studs after the 99 model year.
I am currently using wheels on my '99 with the 14mm-spec holes. My lugs are only 12mm. The lighting wheel is a hub-centric design. The wheel hub bears all the accelerative force and the vehicle weight ... the lug nuts are there to hold the wheel on laterally.
