Ok, I currently have a 3lber and just bought a 4lber. Now if my memmory serves me right, the 3lber looks bigger than the 4lber in my hand.
Here it comes.......
Is the 4lber supposed to be smaller than the 3lber?

lower pulley 4# should be larger by logic. Upper should be reversed, however is there such a thing as 4# upper?
Oh but also realize, that # numbers really dont mean all the much, esp when its only 1# off. A 8" lower from one company will be different than anothers, just depending on how they came up with their size.

For lowers.....
smaller = less boost
larger = more boost
3# of boost is less than 4# of boost

Ok .. . the larger the lower pulley, the more belt it will move per revolution, hence the faster the s/c will spin. So by that theory, larger pulley on the bottom, make for more boost.
On the upper, a smaller pulley will have to rotate more per amount of belt turned, also making the s/c spin faster, and more boost.
So your 4 lber lower pulley should be larger than your 3 lb lower pulley, but like i said, there is no direct correlation between the pound number and the size, they should be generally close, but it just varies from company to company, esp in this case where its just 1 lb off.
