Did you have the 20's when you ran your personal best of 13.08? Our trucks are entirely capable of low 13's completely stock. We've got a guy on our local board who ran a 13.2 (1.9, 60') w/ just the boost bypass. I defenitely think your problem is the wheels. Try running again w/ some stockers and see what happens.

Just to give you a little hope. I have a 99L with 20's and close if not less on mods and my first time was 13.6 with a 2.1 60'. Added a CAI and went 13.2 with a 1.9 60" ...a month later again on 20's
