I had only found the whole cluster in doing this and not a cover when I had thought about doing it awhile back
From what I have heard the whole gauge cluster will fit in(may be year/years specific) but must be done at the dealer or swap them in the dealers lot. After you switch the cluster the pats system wont let your truck start since it no longer matches the module in the cluster(I think thats what I mean)the dealer then has to reprogram it to work since you will have a no-start condition.
I thought about this also but the costs kept getting higher after all was done. You can buy overlays by APC and etc for much cheaper but a little more time to remove the needles and get them back on right.
Look on Ebay and you can get a whole Harley cluster new for under 200.00.
I`m sure someone here has done this mod and can get into more precise detail
