Best halogen setup for '99?

OK, so after much reading this weekend I think I have figured out what to do with my truck. My dim headlights have got to be improved. Let me say first I understand the HID thing. But I don't want to spend that much money or time on an old truck that I don't know how long I will own. Having said that-

1. It seems the best setup shy of HIDs is the Lightning headlight with Philips xtreme bulbs, is that a fair assessment?
2. OEM housings would be best (I'm looking), but shy of that there are a ton of aftermarket parts out there. Is there a brand or dealer that has truly good repro stuff? I've been eyeing some Latemodel Restoration (Mustang outfit) parts. But I've seen some on Amazon, 1A auto and there is always ebay.
3. Feel free to add anything that is otherwise helpful

OK so I found a set of Ford lights, with turn signals. They are in decent shape, but have a little clouding on the headlights. What are they worth like that? The guy wants $200 for the set.

This has nothing to do with the post but I've never seen a shark smilie...had to try it out...

1. Yes, have almost two years on these bulb and we have DRL here in Canada. Mine are on all the time.

2. Don't know.

3. The len's can be cleaned up with 2000 grit wet sandpaper and rubbing compound to make them almost new. Takes about 10 to 15 minutes a side. Wax them afterwards to keep them looking new. Don't know about the cost of the len's, try a search on average cost.

I replaced my headlights with some aftermarket nockoffs from ebay. Also upgraded the fog lights to the Depo clear lenses.
i have the phillips extreme bulbs on my truck and the wifes windstar. great bulbs.
Here's a pic:

Light output is great, and if you do swap housings, please do yourself and everyone else a great favor by properly adjusting your headlights.

I'm not sure I'd get OEM units. Sure they fit better, but the clouding takes away from the value. I got my 4-piece lights for $118, and theyre brand new
