The power applied to one side of the coil in the fog lamp relay, the other side of the coil is trying to use the ground derived from the high beam element in the factory bulb.
Without the fog lamp relay coil ground being moved, the fog lamp relay coil is trying to find ground via the high beam on the HID kit, which is still a high enough voltage level for the high beams to turn on.
Follow either procedure for the bambi mod, and the problem should go away.

On the '09 and later, you can make the quad low-high beam work with your fog lights with a relay and a diode. The high-beam goes through the relay, and the fog light wire from truck goes to the fog light and energizes the relay. The output of the relay is also fed to the coil. I can draw and take a picture of the schematic if this doesn't make sense (and anyone cares). The nice thing about this approach is that the fogs don't turn on with the high beam unless the fog lights were already on. This prevents HID fogs from short-cycling.
