2005 F150 blower/EATC issue

I'm looking for some advice on how to solve my blower issue. A few weeks ago the AC and blower worked perfectly. Then the blower started working only on high. So I replaced the blower speed controller and that solved the problem for a few days. Now the blower won't run at all under any settings. I tested the blower and it runs fine with jumpers. Even swapped a new one and no change. Im getting 12v off the brown/yellow wire to the motor so I know the fuse and relay are ok. I checked the ground to the speed controller and that looks good too. So that points to the EATC. I checked the voltage on the LT BLU/ORG on the speed controller (to the EATC, vref) and only get 0.5v. Shouldn't this be 5v on max setting? I did a EATC self test and it came up with a few codes (76, 23, and two more, I'll check again tonight). Anyone know what these codes mean or what to check next short of replacing the whole EATC? Thanks!
