Sure, you could install a bypass pulley, but, you probably should dig a bit further.
If the compressor itself is seized internally, all you have to do is remove the coil connector or disconnect the low pressure cycling switch and the pulley will always free-wheel.
OTOH, if the pulley's bearings have failed, a not uncommon problem, simply replace the pulley. It's not hard, only requires a few tools (8 or 10 mm wrench, snap ring pliers, and a couple of flat-tip screwdrivers) and the part only costs about $55. Usually, a locked up pulley bearing will also keep the engine from cranking.
