A/C Recirculate indicator

Just curious if this is normal, but everytime I start the truck, my A/C comes on and starts blowing at the settings it was in when I turned it off last. This would seem normal, but the recirculate indicator is lit on the control pannel, but not really engaged. I have to turn off the recirc and then turn it back on again to actually get it to blow with recirculated air. Not a big deal, but it does make a difference on how cold the air is.

Anyone else have this problem or am I just special? Thanks
