I would suggest a vacuum line leak or not connected at all.

The vacuum line you might be having problems with are the ones that open air movement to the floor.I believe Its located on the drivers side under the dash to the right of the gas pedal. If you look up and to the right you'll see a round cylinder with 2 vacuum lines going to it.this is what opens the air flow to the floor vents. With it set to floor and the heat on try to move the arm above the cylinder to see if you get air movement. If you do I would inspect the lines and make sure you dont have a leak.

When you place the selector switch in the floor position where does the air flow out of? Does it go to the defrost position?
