blower speeds flux in MAX a/c

blower speeds flux in MAX a/c

94 f150 xlt. I recently noticed that when set to MAX a/c
the fan speeds seems to slow down intermittantly at
random times..then after a while it picks back up. Problem
is not evident when running on HI setting. I'm not
sure if the airflow is simply being diverted elsewhere, but
the air still blows cold. Searching this forum on topic, there
seems to be general view that this sort of behavior is likely due to vacuum fault. Am I on the right track here? Any general
advise on how to proceed? Many thanks in advance.

If it's a vacuum fault, more air will start coming out of the defrost vents so put your hand up there and give it a feel or use some strips of paper and see if they start blowing up more/higher.
