New OEM 2003 H-D front bumper and components:
https://parts.lakelandford.com/a/For...S/MA09012.html
Everything you need is there.
Car-part.com (not carparts.com) is a junkyard search. They show a few bumpers but no valances.

I'm curious, where are you? If you're in Georgia, there is a company here in Atlanta that sells new collision parts to both shops and the walk in public by appointment called Certi-Fit that I've used a few times in the not-to-distant past. They seem to be the go to guys for the hard to find domestic stuff. It's worth a shot, maybes? You can even look at their catalog online-- http://www.certifit.com/images/catalogs/catalog.pdf; but be fore-warned, it's 600 pages long, and it's not "picture strong"; so you'll have to infer abbreviations. I think you would do well to just call them if there's one near you.
Hope that helps.
