PayPal Buyer Protection
Here's the deal... I'm looking to purchase something from someone on here with a considerable amount of cash. However, being ripped off/scammed/etc. before, I'm very hesitant.
They sent me an email with the description of everything, and I specifically told them to send me an invoice via Paypal. It seems as if they want me to just send the money. At first they wanted me to send it as a "gift", so they wouldn't incur PayPal fees. Red flag? Yeah, tell me about it.
I then offered them a little more to just do a regular send payment for goods and services, to cover their incurred Paypal fees. But, I'm leery about that, even though it says "Eligible for PayPal Buyer Protection", I don't see it anywhere in the TOS on PayPal's CMS Portal. I've bolded what I found only to be covered... so either way, it seems as if my purchase isn't protected.
So I replied to the person, saying, "Send me an invoice, and I'll pay it..." I even gave step by step instructions too, on how to fill it out. It's pretty simple too. But even then.. it still seems like it's not protected.
I'd love to pay the person... but, eh, I don't want to get burnt.
It just seems too... um... shady, if you ask me.
This is so dang frustrating... grrrr...

13.2 Eligibility Requirements.
a. To be eligible for PayPal Purchase Protection you must meet all of the following requirements:
•Pay for the eligible item from your Account.
•Pay for the full amount of the item with one payment. Items purchased with multiple payments – like a deposit followed by a final payment – are not eligible.
•Send the payment to the Seller through:
•the eBay “Pay Now” button or the eBay invoice; or
•the “Send Money” button of your Account by selecting “eBay Item” and entering your eBay User ID and the eBay item number for purchases on eBay website; or
•the Send Money tab on the PayPal website, by clicking the “Purchase” tab, or by selecting the “Checkout with PayPal” button or otherwise selecting PayPal as part of a Seller’s checkout flow.
•Open a Dispute within 45 Days of the date you sent the payment, then follow the online dispute resolution process described below under Dispute Resolution. For Pay After Delivery transactions you must open your Dispute within 45 Days of the date of your transaction. Is the money attached to your credit card or checking acount? If it is your credit card, I think you have two safe guards, one being pay pay, and the other being your credit card.
But it's your money, I would be careful also.

I hate to be cautious, but, I live in the world where I can't trust no one.
I've made many transaction on ebay using paypal and I can tell you one thing for certain..... neither will do swat to help you if you get burned. All their promises are just to give you false confidence so you keep making transactions.
So with that said, YOU must protect YOURSELF.... and the only sure way I've found is:
1. Only make a payment through paypal by using a CREDIT CARD.
2. If the buyer fails to send the item or it's not what was promised.... call your credit card and have the payment reversed.
This manuever puts paypal on the hook for the money... you pay them and they pay the buyer... if you have your card take the money back, it's now paypal who is out the money and THAT is the only thing that will motivate paypal to contact the seller and make him make it right or they will cancel their account.
As long as paypal has been paid and YOU are the one getting burned, they will not lift a finger to help... as soon as paypal gets screwed, it's funny how fast they get involved.
I've had to do this to paypal 3 times now and is the ONLY way I protect myself when dealing with ebay or paypal.

I used my credit card on this one anyways... Already the dude is telling me that he sent the boxes off this morning, and then the post office personally called him and is rejecting them because of the boxes, total BS.
What next, he left them on his dining room table and his dog gnawed off 1/2 a rotor? Or better yet, he will send them off, and put his address on the shipping label, and send me a tracking number that en-routes back to his address?
I mean be at least a little more crafty... come on... what's wrong with people!? "Personally get a call from the post office"? They must have him on speed dial or something... idiot.

Well... now here's a good one... he backed out and cancelled the order. Saying that no one could ship them to me without a giant shipping cost. Yeah, tell me another one.
Now Paypal has my money (well my CC's money) in limbo... and better yet he opened a case up against me to cancel the transaction; which I am going to decline, because I don't want to agree to anything with this dude. Called Paypal, and they said it will take 3 to 5 days to clear up in my PP account.
I've reported him to Ebay. He probably didn't have them to begin with and decided to play games.
Gosh, I hate some people.

However, I just wanted to add that Ive never had anything but great luck with PayPal. I've had one maybe two instances of mistakes with funds over the years. When contacting PayPal about these matters, they were always resolved to my complete satisfaction. Any financial institution is going to take a day or two to recoup funds like that, especially when dealing with a credit card. You'll get your funds back.
I use PayPal almost exclusively for my TimeSert business and have never had a problem. I even accept the personal funds so no one incurrs the fees, but that's up to you. I'm not worried cause I know I run an honest business. However, it's common practice (other than EBay or some other official business) that the buyer pays the fees when sending funds traditionally.
what I don't understand is why you would decline his offer to cancel the transaction...doesn't this get you your money back??

I did notice it get posted to my CC account. So Paypal got the money.
So I'm assuming it will clear up tomorrow, if not, I will get ahold of them.
I certainly do not think it is my job or my say whether or not to "cancel" the transaction. Hence why I am declining it and I will deal with ebay if there are any fees or implications from doing so. A binding contract is a binding contract, and the seller backed out.
At the end of the day, I'm more annoyed that I didn't get my product that I agreed to get; which is what a binding contract is for. In which the seller broke due to the fact that it was too expensive to ship for "free shipping". Which is technically against ebay policy from spending some time reading. I certainly believe that this person should be penalized heavily.
To me this is worse than a buyer not paying for an item. Here the buyer offers legal tender for the item, has a binding contract, but the seller can back out because shipping is too expensive. What gives?
Isn't a "legal binding contract" meant to prevent this type of occurrence? I guess in eBay's eyes, no. Just annoys the heck out of me. I believe that that person should send me those rotors, take my money, and just deal with consequences of listing it for "free shipping". If they don't, I think ebay should take a $600 service charge, lock his account, and refund me the money as well.
Well, we finally got it resolved the other day. Paypal was holding my funds because they were processing it.
I spoke with an eBay rep over the phone, and I told them the situation, and basically they were quite forgiving to the seller, which I was quite surprised.
At the end of the day, everything got cleared up, but it was just quite annoying.
I hope this never happens again.
