Here in Utah folks have gotten better about that here in the last 10 year as the new freeway system in Salt Lake 5 lane 1 of them express. Thing that is nauseating is the grandpa who gets in the express lane and does 60. Legally you cant go around him until the white lines open up. No crossing solid lines in or out of the express so slow drivers trap those behind.. at normal traffic volume frequently the "fast" 4th lane is moving faster then the express..

Cal. are the Buses from So. of the border, driving 55 in the car pool lane and you know they're not gonna leave that "car pool/ fast lane" till they hit Tiajuana.
