The gas issue, don't know if that could make a notable swing by 2012.
BP on top of closing down the Casper WY refinery in 2009, selling off refining capacity ( along with other assets to pay for the Gulf issue ) another one the EPA just put the bricks on ( it is not making the headlines due to OBL ).

While the oil supply continues to grow ( which makes OPEC slow production ) the gas supply continues to shrink down. It is going to be a bumpy summer this year, starting to look like the early 70s, the only issue is it is not OPEC causing the issue, it is the EPA at the source ( booting current operations and making it too hard to start up new operations )
