Looks like a 1969 Plymouth Satellite built by someone without much in the way of money or taste.
I've seen worse.
It's not ruined, but it will take a little work. Remove the Hemi decal, replace the rims, hood and dash with appropriate items. Then you got a decent summer ride.

Posted some additional photos. It's a 1969 Roadrunner. Most had 383 ci naturally aspirated engines, but some had Hemis. I think they were 426 ci. Anyway, I have no clue what the HRS or HR5 stands for. It's not original, nor is the Hemi decal. The photos actually make the paint look better than real life. It's a candied orange looking thing that makes you want to hurl. I guess the 4 point restraints in the back seat are for unruly kids or whatever.
Here is an original '69 Roadrunner Convertible Hemi. Quite rare. The top up is not very good looking, IMO.

If the car posted by the OP was sold new as a '69 4 speed Hemi Roadrunner Convertible, whoever butchered it deserves a special place in hell.
Slightly less hot part of hell if its a 440.
I'll cut a little bit of slack if it was a plane jane 383, but its still in bad taste.
I'm no Mopar expert, but that color might not be far off. They had some wild colors back then (purple, orange, lime green).
The big Mopar hoodscoop looks out of place on the convertible. I would be very very surprised if that was original to the car.

It's an OEM badge from Chevy to denote trim series, like ford has XL, XLT, STX, etc
