Correct. It states "We, the People of the United States of America in order to........"
That would imply to me (not a Lawyer but stayed in a Holiday Express once or twice) that the People mentioned in the rest of the document are the citizens of the US of A.

I agree with the document from the OP. Send it to Obama and maybe he can prove his citizenship while we are at it.

ATM machines should not ask what language I want to use if they are in the US. English should be the only choice. No speaky, no money.
