Where I live in NC, a building permit is required if you spend $500 or more on an improvement or REPAIR.
A permit was required when my two heat pumps were replaced.
A permit was required when the siding was replaced.
It may vary depending on the county you live in.

NO - the spam post has been removed since I posted that. Check the post dates! The spam post was made before Roadie's first post this morning, it bumped the 6 year old dead thread so I guess he didn't bother to look at the post dates before he replied.
