IMO it's the principle behind the pucture. It's a truck photo shoot contest, not a wedding photo contest.
Yes my truck of the month photo had a boat in it, but that's what truck do, tow boats and what not. Maybe the truck of the month contest should only have trucks in the photos.

So if a member had a picture with say a Hooters girl posing with a truck, it shouldn't belong in TOTM?

Not IMO, it's a fairness thing.
When I was a mod and pushed for this totm contest I nor any of the admins or mods thought of such a thing as not allowing photos with "extras" in them. Rules are an evolution, they can change and still keep things fair.

personally I wouldn't want to pose with my truck and wear a speedo...

I'd say that if the owner wants to pose with his/her truck then that's allowable and what they wear is up to their discrestion as long as its follows the forum rules...
but if its a model or a setup situation then no....
