Any of 'em will kill a deer just fine. I assume that Mossberg's in .338 Federal, if so, I'd stick to more common chamberings, something you could easily find at Wally World or a mom and pop sporting goods store, like .243, .270, .308, .30-06, etc.

As far as scopes go, some kind of 3x9 variable would work fine.

I have a Browning A-bolt Hunter in .270. I love it. Best bolt action imo.

Go with the Tikka in .270 or .30-06. Tikkas are excellent rifles very well made and very accurate out of the box. If you will only be going after deer or something smaller then the .270 will be perfect. If you want a little extra for larger game then go with the .30-06.

None of the above.

I currently have a Browning A-bolt and a Ruger M77 MKII. My personal favorite is the Ruger. In the past I've owned Winchester Model 70 and Remmington 700 as well. I've shot the Tikka and really didn't like it, for the money I think there are better weapons. If you want to spend big money, go for a Kimber otherwise I HIGHLY recommend the Ruger. It simply is fantastic.

Of those listed the Tikka in 270 for South Texas hunting. The Browning A-Bolt is hard to beat.

Spend as much as you can on a scope. Quality glass makes a huge difference. My two favorites are Leopold and Zeiss.

depends on how far you are shooting and personal preference...

Agreed with the scope thing-- the scope should be the most expensive part of the full set-up.

I think it depends on what you are wanting to hunt with it...I would say one of the most tried and true calibers would be the 30-06. 270 and 243 are also nice calibers.....What about 22-250, if you want some speed and accuracy..Ive used nothing but remington my whole life. They arent too expensive and you can still reach out and touch something if you want too! If you shoot alot you definitly want to get something more common.

For deer sized game and down, I like the 308. On my bolt actions, I like the short action that you can get with the 308, and properly loaded, it is a heck of an all around cartridge. I know my father has taken moose with it, but my experience is with white tail and mule deer.

The Tikka would be best out of your list. Any of those calibers will kill a deer.

I have a Remington Model 700 Mountain Rifle in 280 Rem. It is super light and you can carry it all day long without getting tired. It's been slicked up by my gunsmith and shoot s awesome.

They say you should spend more on your optics then you did on the gun. My wallet won't allow me to do that. I have a Bushnell Trophy 3x9x40. Cheap and very bright. Get's the job done. You might want to check out Leupold's new line of scopes which are a little more moola friendly.

IMO too much magnification. I'd go with a variable power scope, something like 3-9X40 or 3.5-10X40. 12 power isn't a ton of magnification if you are varmit hunting or a sniper, but for deer hunting its generally too much. The higher magnification makes it harder to get on target especially on close shots. If you want a fixed power, which can be a smart decision, I'd go with something lower powered, around a 4.5 or so. If you want to save some money on your scope, go with a fixed power scope before going with cheaper glass.
