In all honesty, the City of Buffalo New York is pretty dismal, but that's just my opinion 
It's a pretty beat up and run down city. I go there often enough, but usually just to go to the HSBC arena to watch the Sabres.
Niagara Falls Ontario has some pretty seedy areas as well.
