My only guess is increased flow rate. But it will still be coming off a Y so I am stumped. But that would rule true-duels as unusable in certain states too.

Regardless, these mods generally don't require any tuning changes. This means no changes in engine parameters such as A/F's, EGT's, etc. So - where would the increased emissions come from? Shoot, steppin' on the gas increases flow rate lol.

it doesn't include cats...its a catback exhaust....it passes emissions....its just louder than the legal system do to the muffler design....

amplify or increase the noise emitted by the motor or exhaust system of
such vehicle above that emitted by the muffler or exhaust system
originally installed on the vehicle

Check into that, and if the cop if full of dung, ask for a trial by jury, and tie that cop up in court. IF he is right, take the OFFROAD USE ONLY exhaust off and put street legal exhaust on, and learn your lesson. OFF ROAD USE ONLY is labelled as such for a reason.
