Hay will burn if when it is put up it is not dried properly. Later it starts to ferment and will catch fire. Farmers will spread salt on the hay to keep this from happening. And it doesn't hurt the animals when they eventually eat it.
If you have ever had a compost pile and turned it. It may be steaming. Same thing.
