Sounds like you have static IP address on both machines. You should set both of them to "Obtain IP Address Automatically". One of the replies above mentioned how to do that, but, here it is again...
Go to Control Panel
Open "Network Connections"
Right click on the icon for "Local Area Connection"
Click "Properties"
Highlight "TCP/IP"
Click on "Properties"
Make sure that "Obtain IP Address Automatically" and "Obtain DNS Server Address Automatically" are BOTH selected.
Click OK and close all windows then reboot.
Do this on both PC's.

Try it from the router first though,
If it is a linksys,
in a browser type 192.168.1.1
In the log in box that shows up leave the user blank and type "admin" for the password.
Depending on your Firmware version, it should be under the "Status" tab
In there then there should be release DHCP and Renew DHCP buttons.
Release first wait a few seconds then hit renew.

It's a switch not a router. It only allows 1 IP adress.
Only way to make that work is to have two network cards in one computer.
One will go to your internet the other to your switch.
Computer one you will have to run ICS
Computer 1 will be acting like your router
computer 2 will be plugged into the switch and set up to share computer 1's internet connection.
It's been years since I've done this and never with XP.

or go buy a Linksys WRT54G wireless router with 4 port switch.
It will have a place to plug in your internet, then 4 ports to plug in 4 computers or perciables and if you dont have anything wireless you cna turn that off and will be ready if you ever do.
