Has a radio personality/dj talking to him(the guy that played Huggy Bear on Starsky and Hutch). They set up a final roadblock and he fades as he gets there. Heck, if I tell any more, I will give you the title. Oh yeah, it featured the rock group Delaney and Bonnie.

 

I just checked, the car was actually a 1970 Dodge Challenger, not a Charger.

Yeah, I was thinking of Fargas, but maybe the ammonia or some other gas was getting to me, because that was not the guy. It was someone similar though.
