I always say, "don't feed the animals". They will just come back for more. They might be crazy but they will remember that you gave them something the next time they see you and try again.
My girl and I go to this "$nice, little$" town just north of this hole of a city we live in for good food and some "culture". There are probably 10 people in the quarter mile of main street that are asking for money for one reason or another. If I gave money for everyones cause I would be poor, living on the street.
