Bill,
I was not trying to be sarcastic or mean or anything, I'm trying to help you, and telling us "he left out a step" doesnt help us help you...
PC's are an oxymoron if there ever was a good example of the word. They make many things in life extremely simple and give us access to so many things, yet they are extremely complicated themselves and can be a complete PAIN in the **** at times (alot of times for some unfortunate folks out there
)

do yourself a favor and suck it up and pay some computer geek to reformat your hard drive. Get him/her to set up your computer properly. You'll be happy for a lot less than the cost of a new one.

One of your biggest problems is that you most likely have never adjusted your IE browser settings to block third party cookies. Most people who do not comprehend this end up getting frustrated and just toss out the baby with the bathwater. Mozilla Firefox is OK, but it isn't as good as (a properly functioning) IE.
On your very top toolbar (above the address bar), click Tools > Internet Options > Privacy > Advanced
Then in the first column where it says 'First party cookies', choose 'accept'. Where it says 'third party cookies' choose 'block'. Then check the box that says 'always allow session cookies' (this allows sites like this forum to keep track of what threads you have read or not read for you).
Third party cookies are from advertisers, sometimes for ads that you don't even see. These third party cookies are the ones that track your browsing habits for advertisers. Then if you click on the wrong thing, you can accidentally download 'adware' or 'spyware' that resides inside your computer and generates those popup ads. Those ads aren't even coming from the website you might be viewing, they are already in your computer. You gotta clean them out because they aren't going to just 'go away' by themselves. Band-aids wont help at this point, you NEED to use Ad-Aware and SpyBot and whatever elose it takes to evict the pests from your computer. DO NOT use any of the products advertised in the popups because that will guarantee that you will never evict them.
Good luck with this. Once you get this cleaned up, then you won't have to fear this stuff any more. you will know how to eliminate it if it ever happens again.

forgot to mention, I went through the same junk you are going through a number of months back. Tried all the suggestions you've gotten with no effect. Found one that works (for me at least):
http://www.stopzilla.com
Trial will be good for a week or two, after that you'll have to plunk down $30 for a year. As good as it works, I'd pay $100. One of the best things that ever happened to me. Boy, my life must suck...

Download HiJackThis. Before installing it go to this link and they'll tell you what to do to clean up your PC. Bascially they'll have you run a few utilities in a certain order and with special configuration. Then, you'll install HiJackThis, run it to create a log file and then post that log in the forum I linked. A pro will examine it and tell you exactly what to remove. All this is free and is usually done within a day.
I work on computers for a living and run my own business. Trust me, this will work for you. Reformat is the last option and you probably won't need to.

How have you been
Take a look here -
http://www.bosshelp.com/bosshelp.htm
I set this page up a year or 2 ago to help my consulting customers. It expalins some of the common issues and has links to spybot and ad aware.
Do you have a HIGH speed interenet connection ?
Firefox is a good step in the right direction BUT lots of sites wont work - so you will need to clean up IE at some point -
drop me an email I'll offer another solution if you like.
EDIT - One more note - If you have recent PC running windows XP - make sure you are running SP2 - Service Pack 2 - It has some features that will help - Right click my computer and choose properties - it will say Service pack 2 there if you have it -
