Have a Q about phone cards. If you buy one, all your calls are paid off automatically, and you won't get sent a bill or anything? Even if it's to some place across the border? It's OK to buy one if you are under 21 or 18? Police won't come knocking at your door? Someone ease my nerves.
If your talking about the phone cards you buy in the store (prepaid time) then no you will not get any bills and you can call where ever you want to with no problems.
However, when you buy them it is usally for a certain amount of time, for example 60 mintues. It really depends if you will get the 60 minutes out of it. If you make a lot of calls then you won't get all the 60 minutes, if you call across the border you won't get all the 60 minutes.
They charge you so much every time you call somewhere, then they charge by the minute. This all comes out of what you paid for it to begin with. So a 60 minute card you buy may give you the full 60 minutes if you don't make many calls, like if you call a few places and then just talk. If you make a lot of short calls you will get less time out of it.
Most of them will have an 800 number on the back so you can use a credit card and "reactive" it for more time when it is done, or simple toss it and buy another one.
I do not see any reason you have to be a certain age to buy a phone card. I use to buy them for my daughter when she was 12 years old and she would use that until it was done.

Sam's Club has great deals on AT&T prepaid cards. 3 point something cents per minute. They don't charge a connection fee, unless you're at a pay phone. Even then, it's only like 5 or 10 minutes. The back of the package will show you how many card minutes it will take to call another country per minute. I've had the same card for about 5 years and just recharge it over the phone with my credit card.

Phone cards can come from a variety of sources, some reputable (AT&T etc) some not. If you buy a card get one from a reputable provider, they are required by law to be listed on the card. The shifty companies will take your $20 at the checkout, but the card won't work, or will have a lot of charges built in that reduce the actual minutes you get to nearly nothing.
Some cards are not good for international dialing, or will connect you for a huge charge, or reduce the ammount of time you have considerably. Check the documentation with the card carefully to make sure it will take you where you want to go.
In short, yes you can buy a card that will allow you to dial internationally while effectively leaving no trace even if you are under the age of 18. Of course if you are planning to do something illegal you should probably use a payphone instead of your home phone.
