I would like to know if I can, and if so How do I, Install a Lightning Instrament Cluster in my 2000 Expedition XLT.(?)

I do understand that it has to be reprogrammed, but can I have that done before I install it, or must it be done afterwards?

The biggest difference between the 2 clusters is the fact that the expedition cluster only has a 100mph speedo and the Lightning cluster has a 140mph speedo....
