cooling system

Hi guys, I have a 98 Expedition that won't get up to operating temp. I put a 198 deg thermostat in, didn't work, tried another one, still no good. Someone said to change the fan clutch. If anybody has any suggestions I would greatly appreciate it. Thanks.

How do you know it's not up to temp? Have you done ANY diagnostics?

That was my thoughts. Sensor or gauge may be malfunctioning.

I checked the water temp with a digital thermometer, only at 160 deg. Yesterday I put a piece of cardboard in front of radiator and engine came up to temp. Tomorrow I'm gonna take off the clutch fan, remove the cardboard and see if that takes care of it. If so. I'll replace the clutch fan. Thanks for your input, I'll let you know how I make out.
