Sounds like a sales promotion. A lot of companies "scan" vehicle registrations for potential customers and make it sound official by including pieces of info about the item.
I still get mail from banks congratulating me on my "new" home purchase (it was bought 5 years ago) and asking me to consider them for a mortgage. They even include lot/block info to make it sound like they are dealing with the realtor or my bank.
