Question is it really the starter

i have an 2000 ford expedition the problem is this sometimes my car wont start in park but it will start in neutral it doesnt happen often like once or twice a week. I brought it to ford and they said the starter has to be changed, i have a little knowledge with cars but my instincts tell me that if the starter was really busted shouldnt it not start even in neutral? can anyone help me in troubleshooting this problem? i just need to know so i can tell the guys at ford what to change or check.

My 2000 would not start if I didn't have it completly in Park. Sounds to me like it's in the gear shift lever.

Neutral safety switch? Don't know if our vehicles have one but my oldsmobile did and that was the problem.
