Identify Hose 2004 F150 4.6L

I bought my f150 off of a guy on facebook and there's hoses coming out the passenger side of the throttle body spacer. The feller put two bolts in this two pronged hose and I have no idea what it is or what purpose it serves, trying to get everything in functioning order again. Rough idle and little to no power, floored and barely reaching 40mph.

An improperly installed air intake system or leaks can cause an unbalanced air/fuel mixture, resulting in rough idling and loss of power. Make sure all hoses and gaskets are in good condition.
