IMRC - stuck open

I shouldn't complain....at 19 years old, my '99 4.2L threw a P1518 code. I confirmed the intake runner bushings are intact and the IMRC isn't moving when pedal is pressed to the floor. Stuck, apparently. Only noticed a hesitation at idle, a little rough.
So, is it likely that the runner(s) are stuck, or do the IMRC motors usually stick? I tried to get in there to move them without taking anything apart, but could only touch the thing, haven't been successful at forcing it to move.
Thanks for any advice.

thanks! I ordered some cleaner

In 19 years and almost 200k miles, I have never cleaned the throttle body or intake. Read that Amsoil Power Foam and Mopar intake cleaners are both good so will try them.
Incredibly, the plastic bushings that often break are fine. I guess that's because I am light on the pedal, not sure. Truck always gets driven easily.
Thanks very much for the advice!
