So first of all I would have no problems deleting them since I can fab up my own. I was wondering what this is?

can I delete it or will have have electronical problems? I think my cats are plugged and don't want more cats I want the sounds and better exhaust flow. I figured I could build a Y pipe to go into where the Cat is, ill cut the cat right off. will this cause any problems? any info could help thanks.

That looks like an O2 sensor, and if you get rid of it you will get a CEL and it will run grossly rich.

If your cats are clogged, just drop the pipes off them and ream the guts out, rehang the pipes.
