I purchased a new '95 XL longbed, 5 speed, TX/OK package back when you could buy a white truck with red interior and it has always been my favorite truck. I wish I would have kept it.
1. Accel Cap & rotor
2. Accel plug wires
3. Accel coil
4. Drop-in Airaid (filter)
5. New O2 sensor
6. New fuel filter
7. Dynomax cat-back exhaust (check part # at Summit Racing)
*8. Electric fan install (will need a 130 amp alternator and heavy duty charging wire kit) Contact Ed "Struckby" at www.nloc.net and he can hook you up with the electrical stuff.
*9. 3.73 rear gears will get you off the line a little quicker but you will also lose 3-4 mpg if going from a 2.73 or 3.08 to a 3.73 gear ratio.
My son installed a K&N Intake on his '95 XL and he lost a lot of performance. Your best bet is to take care of the above listed items. You can try advancing the timing but there are no guarantee's and you will need to run 91 Octane or better fuel. www.fordfuelinjection.com will shed some light on performance and explains how to remove the spout prior to timing advancement.
