Y at cats? Do you mean Y at the factory Y pipe to rig an X pipe for true duals? If so, then just order a stamped X pipe. It will flow much better than a home made one with the factory Y pipe.

#2. Don't run dual 3" pipe unless you want to shift your torque curve to the high RPM range and have no low-end torque at all. Stay 2.25"-2.5" for duals.

#3. Bullets are extremely popular, and I think you will be happy them.

^ It depends on the shop and location. Just call and ask for what your wanting done. I do recommend ordering your X pipe, mufflers, and stainless tips on line and bringing them to the shop to be installed. This usually saves people a lot of cash.

Prob, b/c you are going to pay outrageous amount to buy the parts from them I would deal with them if that was the case. But that's just my opinion.

I would also find an other shop if they wouldn't let me bring in my own parts. They want you to buy from them because they see dollar sings floating above your head. Screw them.
