Wow really? I swear when I lived up there in 2002-2004 it was more strict than that. Maybe it's cause we were building 1500hp Supras and Porsche's 
If DFW is that way, then I'm sure Houston is that way too. Not hard to pass really, actually easier to pass with OBD2 than OBD1.

I just posted an ad on craigslist to see if any exhaust installer would want to do some work on the side for cash. We'll see how that goes.

The counties in red differ from the counties in white only in the test for 1995 and older vehicles. TSI for red, ASM for white counties. All counties whether white or red do OBDII testing, which have the same standards for them all.
The price difference is due to the equipment needed for the ASM test.

The fact that I live in Austin or my family lives in DFW? The fact that in November of 08 when I got my last inspection the tests were not the same? They still aren't the same. TSI and ASM are different hence the red and the white counties. I never argued the fact they both do OBDII. I said there was a price difference and you did too. The map I have posted was revised and became effective 09/01/09.
So again, what is "not true"

The only difference is the pre 1995 tests.

What does that have to do with anything? You have to inspect your car in county it is registered in. You can't just go to an adjacent county and have it inspected there.
Many friend of mine with high powered vehicles will frequently register their cars in Bexar county (San Antonio) which currently doesn't have any emissions testing there. It's fairly easy to pass the OBD2 testing, but sometimess the visual inspection is too much for them to pass.
