Need Exhaust Kit With Cats

From reading about pre-cats and cats, I've learned that the pre-cat's purpose is to heat up quickly, and transfer that heat to the larger, main cat, as they aren't efficient until reaching operating temperature. Will removing the pre-cats altogether decrease the function of the main cats at start-up? We don't currently have emissions testing here, but would just a pair of the universal cats be enough to pass a test if it is ever required?
