slapping sound

I have a cheap dual exhaust set-up (200 bucks) single in dual out, and I'm having some problems with it. When I get on it, sometimes I get a slapping sound, I can take off normal and I dont get any noise from under the truck, also when it is in neutral I can rev it and it doesnt make the slapping sound. Is it maybe a bad cat?

You sure its not just the exhaust making a crackle/poping sound during driving? What muffler is on it?

Does not sound like a bad cat to me. I would suspect something with your dual exaust (clearance issue or maybe a loose hanger) which becomes more apparent when under engine load. I used to have a similar problem with my old trans am where the headers would tap the frame under heavy acceleration. I would take a look at the dual system. With the engine off, crawl under and grab the pipes...give them a tug back and forth and see if you can see or hear where the slapping sound is comming from.
