Newbie Question on Exhaust

I would like to know? On my 99 4x4 F-150 Exhaust system. There is a Exhaust clamp that has a bar that is attach to the clamp. That has about a
4" X 2" tube welded on that bar. With caps tack welded on the ends of it. It sounds like there's sand or some thing in it. Can some one explain to me what it is and what it doe's. There is a lot of good info on this site but I could not any thing about that thing the forum. Thank you for the info Dan.

Its a counterweight to negate pipe vibration that might lead to early exhaust weld failure.
